Ridgway has considerable experience with waste-water and
irrigation sector clients. The company has supplied financial advice and
services on water projects including sewer and waste-water management as well
as irrigation enhancement schemes. Ridgway also has
substantial recent experience in the development and financing of hydropower
projects. The company has worked with both private enterprise and public
entities in the water sector.

Ministry of Health
Drinking Water Affordability Study, New Zealand (April 2008 -
July 2008)
Drinking
water suppliers unable to recover the incremental costs
associated with meeting mandatory drinking-water standards
from their customers may seek relief under the Health
(Drinking-Water) Amendment Act 2007 if the cost of meeting
that increase is not affordable. Ridgway developed a working
definition for the term “affordability” for the Ministry.
Operation and Rates
Analysis, Pohnpei Utilities Corporation (PUC), Micronesia
(March 2006 –
December 2006)
Ridgway conducted an Operation
and Rates Analysis for Pohnpei Utilities Corporation. Its purpose is to
independently recommend a tariff structure and provide assistance in the
evaluation of electricity, water and sewer rates to recover PUC’s operating
expenses and finance long term growth. Assistance is also required in the
presentation of the findings to key stakeholders, including the government and
public at large. Ridgway is
being assisted by Maunsell Limited of New Zealand with respect to
engineering matters and review of PUC’s operations.

Central Plains
Irrigation Scheme Financing Review, Selwyn District Council, New Zealand
(2006 – Present)
Ridgway acted as Financial Advisor to the Selwyn District
Council during the initial financing review of this proposed large-scale water
enhancement scheme in the Canterbury District.

Downlands Irrigation
Scheme (BOO), Network Waitaki,
New Zealand
(2003)
Ridgway was a financial advisor to Network Waitaki, an
electricity lines company, regarding whether it should provide financial
support for the Downlands Irrigation Company. Downlands is a 10,000 ha
irrigation scheme proposed as an adjunct to a NZD 1,200 million hydroelectric
project being promoted by Meridian Energy on New Zealand’s Waitaki River. The
role involved providing advice on an optimal commercial structure for the
Downlands company such that limited recourse finance might be obtained.

Sofijiska Voda Water
and Wastewater Project, Concession Dispute Resolution Board Member, Bulgaria
(2002)
Appointed by the International Arbitral Centre of the
Austrian Federal Economic Chamber to act as the Financial Member of a three
member Concession Dispute Resolution Board (CDRB). Sofijska Voda is majority
owned by International Water UU (Sofia), which in 2000 won an international
competitive tender to run Sofia’s
water and waste-water services under a 25-year concession contract, while
keeping ownership of the assets in the hands of the city. The CDRB is a
pre-arbitration board designed to quickly and cost effectively resolve disputes
that might arise between the Municipality
of Sofia and Sofijska
Voda (2002).
